Manuel Guzmán de Rojas, general director of Neotec, the company in charge of processing the electoral data in Bolivia, has stated that although the company carried out its work in a transparent way and that it complied with all the procedures, it is still not known certainty whether or not there was fraud. ”
Guzmán has indicated that the work performed by the company is only part of the entire process, consisting of several components necessary to carry out the electoral count. Therefore, he stressed that the whole set must be analyzed in order to determine or rule out possible irregularities.
“There is a previous phase (to the computation) that is the filling of the minutes, to make that act legitimate, it is a point to focus on, to see that those minutes are legitimately entered into the system,” he said.
Thus, he said that “there is a second process that must be verified, which is if it was done according to law.” Neotec has indicated that it will offer all the information that is available to the Organization of American States (OAS) within the framework of the authorship it is carrying out.
“At this time no one can say in a convincing way if there was or was not fraud,” he said.
Guzmán believes that there was no technical justification for suspending the work of the Transmission System of Preliminary Electoral Results (TREP) and that despite this the members of the Supreme Electoral Tribunal (TSE) ordered him to stop the work.
For Guzmán, the determination to suspend the rapid transmission of results was “disastrous.”
In this regard, he said that after the press conference in which the first preliminary results were presented, the president of the TSE, María Eugenia Choque, ordered him to paralyze the TREP and called him to an emergency meeting.
The president of the TSE would say hours later that the decision to paralyze the count was due to the attempt not to generate confusion with the official calculation that the Electoral Departmental Courts were carrying out. However, this was not the reason given to the Neotec company.
“At the meeting they set out three reasons: one that had a strange server that was not strange, but was the one that should not be used, was only a perimeter server; two, that changed the trends of the results, which was false, they I show that the results advanced in a linear way, that there was not an investment and three, that they observe an unusual traffic in the verification of minutes, but there was a high traffic and it was the normal time, “Guzmán said.
According to Guzmán, none of the three reasons was valid to paralyze the count. “After giving the explanation to the members there was no reason to suspend the TREP, however, they decide to suspend it until the next day,” he lamented.
