Moreno is examining the bill that decriminalized abortion in Ecuador for “inaccuracies”.

The President of Ecuador, Lenín Moreno, vetoed the Organic Health Code (COS) this Friday, which decriminalizes abortion in special circumstances for “technical reasons” because it contains “inaccuracies and wrong definitions”, a measure which obliges parliament to wait a year to process it again.

The bill, which was first submitted to the legislature in 2012, currently contained 405 articles, including the legalization of surrogacy and termination of pregnancy in the event of rape or the health of the woman or fetus.

In a statement, the President stated that the bill “contains an institutional structure of the national health system that is unclear in terms of competencies and responsibilities” and that “there is no real update as to its focus and content”.

In the crisis situation caused by the pandemic, the standard should respond “satisfactorily” to the new realities and the current proposal “does not guarantee the right of Ecuadorians to health and well-being”.
