The European Commission said on Tuesday that the possibility of a chaotic Brexit taking place or without an agreement on October 31 is “very clear”, while pointing out that the United Kingdom has not yet submitted a proposal compatible with the divorce agreement that can replace the safeguard clause to avoid a hard border on the island of Ireland ('backstop' in community jargon).
“Our working hypothesis is that Brexit will take place on October 31. On whether (a non-agreement) is the most likely scenario, I would say it is a very clear possibility,” the spokeswoman for the community executive said in a press conference Andreeva Mine.
For this reason, he pointed out, Brussels will publish on Wednesday a new document in which it will appeal to European citizens and businesses to be prepared for the possibility of a chaotic Brexit, even if it is not the scenario “desired” by the Commission .
Asked by the words of the British Prime Minister, Boris Johnson, who has assured that there has been progress between the two sides, Andreeva has ruled out that these are advances on the “substance” and stressed that these have to do with the “process”.
“Now we are meeting twice a week with David Frost (the British negotiator) on a technical level. Before the G7 the contacts were not so intense. That is the progress in the process, we are talking to progress in the substance,” he said .
The negotiating teams in Brussels and London agreed last week to intensify their pace of meetings and agreed to meet twice a week to find a way out to avoid an abrupt Brexit.
The “idea” of these contacts is to discuss “compatible proposals” with the Withdrawal Agreement as an alternative to the emergency plan for Ireland, a solution to avoid a hard border between Ireland and Northern Ireland that Downing Street rejects for understanding that it is threatening its sovereignty.
